Joseph Anthony Muscat CPA was mentioned in the San Francisco Chronicle in 2017: Shooting for IPO success: High-growth companies a welcome challenge By Anna Schuessler Daily Journal staff May 1, 2017

For Joe Muscat, the managing partner of Ernst & Young’s Redwood Shores office, helping nascent companies manage what can be an explosion of growth when they go public is endlessly fascinating.
“It’s an inflection point in the company,” he said. “They’re going to become very transparent. They’re going to expose their financial results to the world and to investors. But, more than that, their culture just fundamentally changes as well.” With 27 years of advising companies taking steps toward worldwide recognition, Muscat, 48, knows well the incredible opportunities — and challenges — that lie in front of them as they open windows into their operations and financials to the public. Formerly the leader of one of Ernst & Young’s growth markets teams, Muscat was promoted to oversee the over 140 staffed at the accounting firm’s Redwood Shores office in April. Known as one of the “big four” accounting firms, EY has years of experience advising companies on audit and tax practices, as well as advising on strategic moments in a company’s trajectory, such as an initial public offering. Muscat said he draws from his own experience and also pools from the wisdom of his colleagues, who he said are invested in the momentum leading up to a company’s initial public offering, to help companies prepare for the transformation awaiting them on the other side of an IPO. He said of the other firms advising companies as they go public, his office’s location in the heart of innovation marks their commitment to their clients’ interests. “I think that’s a strategic advantage,” he said.

He has immersed himself in what makes high-growth companies successful ever since he interned with the company in 1989. Since Muscat started working with early stage companies, he has worked within a wide range of industries, from networking and minicomputers to technology and life sciences companies. For Muscat, the quick turnaround among the companies Fortune 500 lists as the most successful companies every year is indicative of the rich ecosystem surrounding companies looking to break onto the scene. “What that speaks to is that there is continual innovation,” he said.

Though he has seen a proliferation of companies grow, receive funding and go public in recent years, it hasn’t always been that way. Muscat remembers a time when a small, close-knit circle of venture capital firms would make decisions into which most didn’t have visibility. “They would talk about it as being gut instinct,” he said. “It wasn’t as financially driven, there was not nearly the data.”
Muscat said venture capital firms have since become more sophisticated and have embraced diversity in the approaches and leadership they will support — and that it’s for the better.
“I think it’s that diversity that brings new ideas, solves problems in different ways,” he said. He said it’s not uncommon for companies to raise the capital necessary to start a business in Silicon Valley and set up their operations elsewhere. And while Muscat stands by the globalization of companies funded by Silicon Valley venture capital firms, he admitted it’s also one of the trends emerging companies should be well aware of as they think about how to differentiate themselves from others. “It’s truly global competition,” he said. “It’s really in how you execute, and that is how you find the right strategic capital and how you find the right people to both work for you as an executive and around you.” For many companies growing quickly, the speed at which they carry out solutions to the problems they are focused on solving has become an indicator of later success, said Muscat. He has seen these characteristics play out in his work with a variety of organizations on the global spectrum himself, having helped the New Zealand dairy industry go public and worked on Ernst & Young’s strategy in New York for a number of years.
But for the Redwood City resident, the Peninsula is not only central to the community of entrepreneurs he is committed to serving, it is also the place he calls home. Muscat was born and raised in Redwood City, where he had a paper route when he was 10. He attended Junipero Serra High was School in San Mateo and went on to study business at Santa Clara University. He said his father, who didn’t go to college, urged him to find a way to apply his studies. “I think he really looked at what I doing at Santa Clara and really wanted me to sort of find a profession,” he said. After interning with Ernst & Young, Muscat was drawn into working there after college to continue to learn from mentors he met at the firm. Just over 10 years later, he was named a partner at the firm, causing him to reflect on what he liked most about the firm’s role in helping other companies. “What I realized along the way is I got to see all these incredible companies, what works as an executive and as a leader, and what doesn’t work,” he said. “I’m able to hopefully emulate some of the good, try to avoid some of the bad.”

Muscat now enjoys staying connected with his high school as a board member of Junipero Serra High School, where his son attends, and supporting efforts to give students an opportunity to test their entrepreneurial instincts as co-chair of the nonprofit the Network for Teaching Entrepreneurship. He takes his son and daughter, who attends Notre Dame High School in Belmont, on trips to the coast when he is able to get away from the office. As Muscat looks ahead to the goals he hopes to achieve as managing partner of the Redwood Shores office, he seems to be applying the same advice he gives to early stage companies. After less than a month at the helm of the firm’s growth-focused office, he knows recruiting talent will be key to his office’s ability to help growing companies flourish.
“I’m heavily involved in building culture,” he said. “Through inclusivity you get solutions you wouldn’t expect. That’s transformative.”. Joseph Anthony Muscat CPA was notable for being Joseph A. Muscat, CPA (1968-): managing partner of Ernst & Young’s Redwood Shores office, in 2023.
